multiple python problem on Windows

Description

After I installed my new version of Jade 2010, GSAS-II does not run. I have been able to capture the small console window which appeared fleetingly, but not the larger one. Perhaps there is some incompatibility in some shared library??

This problem is likely due to GSASII.bat referencing the first Python in the path. This leads to problems when someone installs a conflicting Python version (which seems to happen due to Bruker software too). Likely solution to this is to have a routine that creates a batch file to run GSASII that checks and references a specific version of Python. This gets done for Linux and Mac in bootstrap.py, but windows uses bootstrap.bat and a generic gsasii.bat

This is resolved by the one-step installer which includes the GSAS-II and Python paths in the batch file that launches GSAS-II
