specdomain: documentation copyright should match LICENSE file

If you look at the LICENSE file, the specdomain is licensed to BCDA.
This is a good time to look at how Sphinx's conf.py handles the author and copyright fields to generate the text at the bottom of the page.

I'll change conf.py to reflect the information in LICENSE.
